PREHEAT the oven to 350 degrees. Prepare a 9x13 baking dish lined with parchment paper.

MELT 1/2 cup of white chips in a small saucepan with the sweetened condensed milk and lemon zest over low heat until melted and smooth. Remove from heat. Add vanilla extract and cool until room temperature.

PRESS 24 squares of dough into the baking dish. Pour the cooled morsel mixture over the dough and spread evenly. Add dough from the second package in chunks throughout the pan. Sprinkle with the remaining ¼ cup of white chips throughout the pan.

BAKE for 20-25 minutes until top is lightly browned.

COOL completely before cutting.
