Drain peaches; cut into small pieces, set aside.
To mixing bowl, stir together flour, sugar, baking powder, salt, baking soda, cinnamon, nutmeg.
Add oatmeal, reserved peaches. Stir to coat peaches.
Combine eggs, milk, oil; add to flour mixture, stirring just to moisten dry ingredients. Fill 12 greased muffin tins about ¾ full. Sprinkle tops with cinnamon/brown sugar.
Bake at 350 for 12-15 minutes.
