Combine rice and butter in a large saucepan. Stirring constantly, heat on low to medium until rice is fragrant and lightly toasted.
Add juice, water, salt and raisins, cover, and simmer on low for 17 minutes, until all liquid is absorbed. Remove from heat, and stir lightly with a fork to fluff.
Toss in zest and parsley. Serve immediately.
