In mixing bowl, combine the butter, flour and cream cheese, mix well. Shape into 48 balls and press into the bottom and up sides of mini-muffin tins. Bake 400º for 12-15 minutes. Cool for 5 minutes and carefully remove to a wire rack to cool completely.
Mix the pudding and the milk on low speed for 2 minutes. Cover and chill for 5 minutes. Spoon into the tart shells and serve immediately.
