In a bowl cream the butter and sugars. Add oil, eggs and extract. Blend well. Combine the flours, soda, cream of tartar and salt. Gradually add into the butter mixture. Stir in the almonds and toffee bits. Shape into 1" balls and roll in sugar. Place on ungreased cookie sheet; flatten with a fork. Bake at 350 for 12-14 minutes.
