Chocolate morsels keep best in constant temperatures. It's best to store them in a cool, dry place. When they've been exposed to temperature changes, the surface of the morsels can develop a whitish film which is called the "bloom". It's actually just fine traces of melted cocoa butter that have hardened again and it won't affect the flavor or performance of the chocolate. Morsels can also get scuffed sometimes in handling and shipping. These scuffs or scratches have no bearing on the freshness of the chocolate.
