I saw something about this on Yahoo yesterday but there wasn't much info.  Will be praying for those poor people.  Downright shame that things aren't taken care of before these tragic things occur and they certainly seem to be multiplying.

City and federal investigators worked to pinpoint the cause of Wednesday's disaster, in which the four-story building along Philadelphia's busy Market Street collapsed onto a Salvation Army thrift shop next door with a loud boom and a huge cloud of dust, trapping store employees and others under bricks.

A toxicology report shows the operator was high on marijuana the day of the Philadelphia building collapse that killed six.

PHILADELPHIA — A felon who was allegedly high while operating demolition equipment when a downtown building collapsed and killed six people will be charged with involuntary manslaughter, a top city official said Friday.

A heavy equipment operator with a lengthy rap sheet who is accused of being high on marijuana when a downtown building collapsed onto a thrift store, killing six people, surrendered Saturday to face charges in the deaths, police said.

Sean Benschop faces six counts of involuntary manslaughter, 13 counts of recklessly endangering another person and one count of risking a catastrophe. A warrant had been issued for his arrest and police had been searching for him.

Authorities believe the 42-year-old Benschop had been using an excavator Wednesday when the remains of the four-story building under demolition gave way and toppled onto an attached Salvation Army thrift store, killing two employees and four customers and injuring 13 others.

Deputy Mayor Everett Gillison said a toxicology report showed evidence that Benschop was high on marijuana. That finding, combined with witness statements and evidence from the scene, led to the decision Friday to raid his North Philadelphia home and later seek an arrest warrant, he said.

PHILADELPHIA — A veteran Philadelphia building inspector who apparently committed suicide had inspected the site of a deadly building collapse twice in February and an adjacent, related project in mid-May.

The June 5 collapse killed six people when a four-story building tumbled onto a small thrift shop. The demolition site consisted of three attached buildings.

City records show that Ronald Wagenhoffer inspected the site before work began on Feb. 12 and again on Feb. 25, after it got underway. He returned to the strip of attached storefronts on May 14 after a citizen complained about the demolition being conducted at the building next door to the one that collapsed. Wagenhoffer found the complaint unfounded.

Mayor Michael Nutter called the death Wednesday of 52-year-old Wagenhoffer "astounding" and "painful."
