Try filling the pan about 1/2 inch past the burnt ring, add some salt & bring to a boil, turn the burner OFF (sorry, had to do it) & let the pan cool. You might have to repeat this several times. My mom could burn water (really, she would put a pan of water on to boil & forget it).
I've burned pans containing oatmeal and coffee, of all things. Soaking the inside of a burned pan in Bar Keepers Friend works well. You may also consider using enough straight bleach poured in the bottom of the pan to cover it. Set the pan aside for overnight, or even a day or two--That will definately do the trick. The cooked on black gunk basically peals off. Your pan may be stained/discolored from the burned on mess, but after pouring out the bleach and giving the pan a good wash, the pan will function as it should.
