Crumble -Top Pumpkin Muffins

I made the Crumble - Top Pumpkin Muffins and the recipe calls for 4 cups all-purpose baking mix. Is this just all-purpose flour or is something else added to it? The texture is off and after baking they didn't raise.

I would say that Baking Mix is like Bisquick. Either the real stuff, store brand or a homemade version.
It usually contains flour, salt, baking powder, and in the case of Bisquick vegetable shortening is mixed in.  All you have to do is add milk, water, eggs what ever the recipe calls for.
