My daughter just recently moved to Oregon. When she bakes Tollhouse cookies, they either come out underdone or overdone when she tries to adjust her oven temperature. Help!

How does altitude affect baking?

Most recipes will give you an alteration for high altitude baking. Have her check the package for additions that need to be added. 
If she just moved into a "new" place a few things she may want to check. 
Is the oven properly calibrated? Get an oven thermometer to check and make any adjustments necessary. 
There is a possibility that the butter is different. Butter does have a water content and depending on how the cream is processed it might make a difference. 
Is she using butter or margarine? That will make a difference as well. 
If she is using a pre made dough like one of the break apart cookies the slice and bake or the tubs of dough there should not be anything that needs to be done. 

You might want to use the on line chat and talk to "an expert" 

I must admit I would be much happier with under baked chocolate chip cookies than over baked ones.
