Add semi-sweet morsels and marshmallow crème; stir until chocolate is melted and mixture is smooth. Remove from heat. Add cereal and stir until evenly coated. Press a heaping tablespoonful of cereal mixture into each prepared muffin cup. Press a bite-size chocolate into cereal mixture. Press a second heaping tablespoonful of cereal mixture over chocolate. COMBINE butterscotch morsels and vegetable shortening in heavy-duty plastic bag. Microwave on MEDIUM-HIGH (70%) power for 30 seconds; knead. Microwave at additional 10- to 15-second intervals, kneading until smooth. Cut tiny corner from bag; squeeze to drizzle over tops. Refrigerate until firm, about 1 hour. Store in sealed container.
